Le gouverneur de la Banque d'Espagne jette l'éponge

La démission surprise de la première autorité financière du pays met en évidence les liens entre politique et finances en Espagne.

Miguel Ángel Fernández Ordoñez, plus connu en Espagne sous l'acronyme MAFO, a annoncé mardi qu'il quittera son poste le 10 juin prochain, un mois avant le terme officiel de son mandat. Dans un communiqué, le gouverneur de la Banque d'Espagne a jugé que les étapes de la restructuration du secteur financier à venir en juin ne peuvent être gérées par une autorité sur le départ.

La presse espagnole lie plutôt ce départ précipité aux attaques dirigées contre la supervision de la Banque centrale par le Parti Populaire (PP) de Mariano Rajoy ces dernières semaines. Le gouverneur les a qualifiées de « campagne de discrédit », mercredi au Sénat. Le PP accuse notamment la Banque d'Espagne d'être l'unique coupable de la nationalisation de Bankia, la quatrième banque du pays, qui nécessite aujourd'hui 23,5 milliards de fonds publics. Le PP n'a jamais accepté MAFO, ancien secrétaire d'Etat sous Felipe Gonzalez et José Luis Zapatero, nommé en 2006 par ce dernier sans consensus avec le parti de droite, contrairement à la tradition.

Pusillanime dans la gestion de la crise

Le superviseur a certes commis des erreurs. Il a ainsi autorisé la création de Bankia qui promettait d'aboutir à un désastre comme ce fut le cas. Au début de la crise, il n'a pas su imposer son point de vue sur la nécessité de réformer les caisses d'épargne, alors que le système financier se présentait comme le plus solide du monde grâce au matelas contra-cyclique imposé par son institution. Il est enfin accusé de pusillanimité dans sa gestion de la crise, ce que Rajoy a résolu en l'écartant des dernières réformes financières, très exigeantes.

En ces temps de crise, la notion de responsabilité est particulièrement à la mode en Espagne. Mafo a demandé, il y a deux semaines, à comparaître devant le Parlement pour expliquer sa gestion de la crise et de Bankia, alors que les Espagnols, relayés par les partis d'opposition, réclament des explications. Le PP ne lui en a pas laissé la possibilité, jusqu'à présent, mais cela pourrait changer, d'après El País.

 La responsabilité de Rodrigo Rato pourrait être mise en lumière

De même le PP a barré la route à la comparution des anciens responsables de la banque et à la création d'une commission d'investigation. Le ministre de l'Economie Luis de Guindos expliquait mercredi que « le gouvernement doit "stabiliser la situation [du système financier] de façon responsable".

 Or, mener une enquête sur l'entité, ce n'est pas seulement pointer la responsabilité de MAFO. C'est aussi prendre le risque de mettre en lumière celles de certains membres du PP. Et notamment celle de Rodrigo Rato, ex-président de Bankia, ancien ministre de José María Aznar et directeur du FMI, qui jouit encore d'un grand prestige au sein du parti.

Intrusion délétère de la politique  

Le cas de Bankia est paradigmatique : le poids des politiques dans les caisses d'épargne a été à l'origine de la gestion désastreuse de 50% du système financier espagnol pendant le boom et, pendant la crise, des principaux coups de frein à des fusions entre entités qui faisaient sens du point de vue économique mais nuisaient à leurs intérêts politiques. Cette intrusion délétère de la politique dans la gestion des caisses ne peut toutefois absoudre la Banque d'Espagne et MAFO de toute responsabilité.

Sharia law states that interest-bearing transactions result in economic ills such as unemployment and high inflation. Trading in derivatives and speculative investment are also forbidden. Sharia law requires all transactions to be backed by tangible assets.

Secretary-General Ban Ki-moon and major backers Bill Gates and the Bill & Melinda Gates Foundation. The shakeup resulted from an internal review to address problems highlighted in Associated Press stories last year about the loss of tens of millions of dollars in grant money because of mismanagement and alleged fraud. Its biggest private donor is the Bill & Melinda Gates Foundation, which has pledged $1.15 billion and provided it with $650 million so far.

Mouais les caisses d'épargne ont bon dos, la question que tout le monde se pose c'est comment vont BSCH et BBVA ? Et si elles vont bien alors une partie de leur papier pourri n'aurait-il pas atterri dans les comptes des caisses d'épargnes pas hasard ? Souvenez-vous du Crédit Lyonnais et de l'incendie de son siège. C'est le même directeur de la banque d'Espagne qui avait signalé que les pertes étaient beaucoup plus grosses que celles des caisses d'épargnes qui est démissionné quelques semaines plus tard.
